Dear President Pearce:                                                         
                                                                               
Under the authority of art. II, sec. 17, of the Alaska Constitution, I         
am allowing the following bill to become law without my signature:             
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO.                                           
286(FIN) am H An Act relating to the duties and                                
powers of the attorney general.

		Effective Date: 9/15/00                                                      
                                                                               
I have taken this action because the sponsors of the bill have given           
the false impression that the bill materially affects the powers of the        
attorney general. The bill is largely symbolic because the provisions          
that it would enact create no duties and merely restate powers that            
are already expressly covered or clearly implied in other statutes.            
Notwithstanding the enactment of this bill, the attorney general will          
continue to protect the public interest consistent with law and subject        
to the legislatures power to appropriate amounts necessary to pay              
judgments entered against the state.
